I'm not a huge fan personally, but they definitely have one of the more well designed rosters and playstyles, as well as some of the coolest monsters in the game. Rise of the Tomb Kings: January 2018: It adds the Tomb Kings as a playable race in the campaign. It is free for players who own the Blood for the Blood God in the first Warhammer. Of course, if you aren't a fan of Skaven/If you are dead set on a race pack, I'd advise Tomb Kings. Name of DLC: Release date: Description of the DLC: Blood for the Blood God II: October 2017: The DLC adds various blood and gore effects in battle. I don't think any other faction really needs any of their expansion DLCs to be great the way Skaven do with prophet/warlock. You also get a bunch of stuff for lizardmen. Get that DLC, you go from a horde army with some decent artillery to one of the coolest factions bar none, packing ranged units that put Vampire Coast/Empire to shame, and a new LL that can rack up body counts on foot that you would expect from someone mounted on a dragon. (Queek gets tarpitted by absolutely anything and Tretch is probably the laziest made FLC LL in this game) They don't have that many interesting units beyond their artillery and doomwheels, and their only good LL is just a juiced up plague seer. Only one I would say you really need is Prophet and the Warlock, and honestly, thats only because without it, Skaven are kind of meh.
